The Forge of Wills is a large forge watched over by Sjonnir the Ironshaper within Halls of Stone. It can only be entered after the Tribunal of Ages event has been completed. It is surrounded by dormant iron vrykul. After the fight with Sjonnir,  Brann Bronzebeard speculates that another location is making more of them (either the Iron Crucible or the Colossal Forge).
The Forge of Wills and its twin, the Forge of Origination, were built by the titanic watchers Mimiron and  Archaedas after the Old Gods were defeated. Their purpose was to help infuse Azeroth's slumbering world-soul with cosmic energies. The Forge of Wills would shape the world-soul's sentience, while the Forge of Origination would shape its form.
The Forge was also able to draw on the life essence of Azeroth and create sentient life. It was here that the various titan-forged were born, such as the stone troggs, earthen, mechagnomes, and the vrykul.
The Engine of the Makers, like all the massive machinery around the Storm Peaks, is actually part of the Forge of Wills. Uldis and Loken's Bargain are presumably parts of the Forge of Wills as well.

Trivia

  • This card's flavor text references the video game Undertale, where SAVE Points display a message about the protagonist being "filled with determination".
